Emergency Guidelines 01 Guidelines in Case of a Cold Wave

At home

  • Refrain from outdoor activities. If you must go out, minimize exposed skin by wearing long johns, a scarf, a hat, gloves, etc.
  • To reduce the risk of falling on icy roads, practice caution such as walking in short strides and wearing low-heeled, non-slip shoes.
  • Use insulating material such as old clothes around the water meter, water pipe, boiler pipe, etc. and seal the outside with tape to prevent freezing.
  • If you are planning to be away from home for an extended period of time, open the faucets slightly to allow water to flow to prevent the pipes from freezing.
  • In case of a frostbite, do not rub or suddenly expose the area to intense heat. Instead, wash the area with warm water and keep it warm. Go to the hospital immediately.

On the road

  • On slippery, icy, or curved roads, avoid accelerating or hitting the brake as much as possible, and reduce your speed in advance.
  • If you become isolated while on the road, call for help by any means possible, maintain body temperature with other passenger(s), and take turns resting.
  • One person must be awake at all times. At night, turn on interior lights or spread colored clothing over the snow so that first responders can find you more easily.
  • Before driving, make sure to completely defrost the windshield. While driving, drive slower than usual and keep a sufficient distance from the vehicle in front of you to prevent accidents.
  • Prepare winter supplies such as snow chains, calcium chloride, and shovels in preparation for frozen roads, and check whether you have antifreeze, storage battery, and lubricant for your vehicle.
Emergency Guidelines 02 Guidelines in Case of a Fire
  • Gather everyone together.
    • If the fire alarm goes off while you are sleeping, rather than checking if there's a fire, yell, “Fire!” wake up others, gather them together, and evacuate according to the guidelines.
  • Decide how to evacuate.
    • Feel the door handle with the back of your hand and if the handle is warm or hot, it means there is a fire on the other side of the door. In this case, do not open the door.
    • Determine the direction of the smoke coming in and touch the door handle to decide whether to exit via the stairs or shout for help through the window.
  • Evacuate quickly.
    • Do not use the elevator when evacuating. Evacuate safely to the ground via the stairwell.
    • If it is difficult to evacuate, call for help through a window or use an evacuation space or lightweight partition to evacuate.
  • Call 119.
    • Evacuate safely and call 119.
    • If you have a mobile phone, call 119 as soon as possible. Do not make the call interfere with your evacuation.
  • Check the number of people after getting to a safe location.
    • After evacuating to a safe place specified in advance, such as a playground, check the number of people who have evacuated.
    • If there is anyone missing, notify the firefighters who have arrived.
Emergency Guidelines 03 Guidelines in Case of a Flood
  • Do not drive your car in flooded areas.
  • Do not go near slopes or areas where landslides may occur.
  • If there is a sudden flood, evacuate quickly to a higher place.
  • Familiarize yourself with possible shelters and evacuation routes in your area.
  • When a flood is expected, turn off the electric circuit breaker and close the gas valve.
  • Be sure to inspect the tap water or stored drinking water for contamination before consumption.
  • When you arrive at a designated shelter, be sure to notify the staff of your arrival and act according to the instructions.
  • Residents of areas where flood damage is expected should stay up-to-date on weather changes via the radio, TV, or the Internet.
  • If your home has been flooded, make sure that the gas/electric circuit breaker is off and move back in after a safety inspection by a technician.
  • Avoid going on roads where there are slopes that pose a risk of a landslide. If you must pass through such roads, carefully check your surroundings before moving.

Flood warning : Floor warnings/alerts are issued by the Flood Control Center of the Ministry of Land, Infrastructure and Transport according to the standard water level for flood forecast and warning at major points of each water system.

Emergency Guidelines 04 Guidelines in Case of an Earthquake
  • Get under a sturdy table to protect yourself.
    • Violent shakes last for 1 to 2 minutes at most during an earthquake.
    • Go under a sturdy table and hold onto the table legs to protect yourself.
    • When there is nowhere to take cover, like under a table, protect your head with a cushion or the like.
  • Turn off gas and electric lights and open the door to secure an exit.
    • After the shaking stops, remain calm and turn off gas and electric lights to mitigate the risk of fire.
    • Open a door or window to ensure an exit for evacuation at any time.
    • When the shaking stops, go outside through the exit.
  • Wear shoes when leaving the house.
    • After an earthquake, there may be broken glass or fallen objects on the floor or ground that can injure your feet, so make sure to wear shoes that can protect your feet.
  • Evacuate outside using the stairs.
    • 지The elevator may stop during or after an earthquake, so use the stairs instead to evacuate to the outside of the building.
    • When you go outside, be careful of falling glass, signboards, and tiles, and evacuate calmly while protecting yourself with your belongings.
  • Move away from buildings or fences.
    • Once you are outside, stay far from any buildings or fences as you may be injured due to damaged fence, glass window, etc. and protect your head with a bag or hands.
  • Evacuate to a large space without the risk of falling objects.
    • Be careful of falling objects and evacuate quickly to a large area such as a playground or park.
    • Walk there on foot instead of driving.
  • Act based on accurate information.
    • In the safe zone, follow the instructions and maintain order.
    • Groundless rumors may be spread immediately after an earthquake, so act based on the information provided by the radio or announcements from public institutions.
