Taking an express bus is a convenient way to get to Gangneung from Seoul.
You can take an express bus from the Express Bus Terminal or Dong Seoul Terminal.
It is convenient to take the subway from the airport to get to either of the two bus terminals. The Express Bus Terminal is located on subway lines 3, 7 and 9 (Express Bus Terminal Station), while the Dong Seoul Terminal is located on subway line 2 (Gangbyeon Station).
You can purchase a ticket at the ticket office on the day of departure. You can choose between the excellent-grade bus, where there are three seats in each row, and the regular bus, with four seats in each row.

KTX is the high-speed train which was opened on December 21st, 2017. The train runs at a maximum speed of 250km/h, and it takes two hours from Seoul to Gangneung and an hour and a half from Cheongnyangni to Gangneung.
The fare is 27,600 KRW from the Seoul station and 26,000 KRW from the Cheongnyangni station. Tickets can be purchased a month in advance, from 7:00 A.M. to 20 minutes before the departure of the train, at the station, through KorailTalk (Mobile Application), or via the official website.

All the taxis charge the fare based on a metering system, with additional charges imposed upon the base fare of KRW 2,800 according to the distance of travel. Gangneung has an excellent public bus system, which is affordable and convenient to use. All of the buses travel along the main roads, and connect different areas of the city. There are buses that travel in the city center, and buses that travel outside the city. The display board installed at each bus stop provides information on the estimated time of arrival and the current locations of the buses. However, there is a lack of information boards in English, and foreigners traveling in Gangneung for the first time may have trouble using the buses.
