National Basic Living Security

The state guarantees basic living security for all citizens by providing benefits for living expenses, housing expenses (Ministry of Land, Infrastructure and Transport), education expenses (Ministry of Education), and medical expenses to those in need and provides systematic support for those who are able to work so that they can becomes self-reliant. It is a system that promotes independence and self-reliance, and foreigners can also receive benefits as stipulated by law.

Eligibility

Foreigners who fall under any of the following conditions are eligible to receive National Basic Living Security benefits if they meet the ① income criteria and ② dependent criteria.

A foreigner registered and residing in Korea who is married to a Korean national and is (or their spouse is) pregnant or raising a minor child of Korean nationality (incl. divorcees and widows/widowers)
A foreigner is not eligible for the National Basic Living Security if they live with their spouse’s lineal ascendant (parent, grandparent, etc.) who is a Korean national, but if there is a Korean in the family, he/she may be eligible. Even in this case, both the income and dependent criteria must be met.

1A person whose recognized household income (assessed income + property value converted into come) is below the threshold for the benefits (a certain percentage of the standard medium income)
(2020) 30% for livelihood benefits, 40% for medical benefits, 45% for housing benefits, 50% for education benefits
2A person who does not have someone who is obligated to support him/her (lineal blood relatives of the first village and their spouses) or has someone who is obligated to support him/her but he/she does not have the ability to support the applicant or the applicant is unable to receive support
The dependent criteria are not applied to the educational benefits according to the revised customized benefits (July 2015). / The dependent criteria are not applied to the housing criteria in accordance with the 1st Comprehensive Basic Living Security Plan (July 2017) (Oct. 2018~)

How to apply

To apply for National Basic Living Security, go to the eup/myeon office or dong community center and submit the Application for Social Welfare Services and Benefits (Change).
When you submit an application, the officer in charge will investigate whether you are eligible.
You will be notified of whether you are eligible or not within 30 to 60 days from the date of application.
